Without a doubt, the TITAN RTX is the fastest card in the world for gaming, but its difference in performance does not justify, in any way, the existing price difference.
If we are looking to play 4K the best option is undoubtedly the RTX 2080 Ti for its best performance / price ratio.
If we are looking instead for options for intensive calculation, rendering of medium and large projects under CUDA compatible software or a compendium between them along with playing some games than others, the TITAN RTX is an option to consider without a doubt.
And it is that the 11 GB that includes the RTX 2080 Ti can fall short for certain tasks (not logically playing), therefore, the 24 GB of the TITAN RTX could be of great help to accelerate specific tasks.

The TITAN RTX is the world’s most advanced desktop consumer graphics card, specially designed for superior jobs that demand high performance, such as data modeling, design, animation, rendering, etc.
However, in terms of video games, its capacity far exceeds the performance and capacity demanded by today’s most demanding video games, resulting in a high cost useless expense. It is not justified to pay so much when there are considerably cheaper graphics cards that can render the quality of current video games.
